Summary The project will develop and test a model for two-way communication between rural communities in selected regions of India and European and Indian knowledge centres and networks to find solutions to local problems in agriculture and natural resources management. The project will create an European- Indian framework for cooperation linked to associated international networks. Direct beneficiaries are participating women and farmer groups in local communities who will have enhanced access to information, while Indian NGOs will benefit from improved information services for their extension programmes. The main activities are documenting and sharing good practices for rural communities, the establishment of a partner-controlled information platform and effective communication tools. The project focuses on ‘Media, Communication and Culture’ by promoting innovative communication strategies and addresses cross-cutting themes of ‘Environment’ and ‘Gender issues’.
Background Substantial information relevant to poverty reduction and sustainable rural development has been developed over time by local communities, and by research, extension and development organizations. Many intermediary organizations in India work with functional groups in local communities; for example, women groups, farmer groups and agricultural small and medium-sized enterprises (SMEs). The problems addressed include the need to enhance income, to ensure sustainable development of the natural resource base, to promote environmentally sound production practices and to ensure the equal participation of women and marginalized groups in the development process. However, this information is scattered in non-government organizations (NGOs), community-based organizations (CBOs), individuals, research organizations and universities in India and Europe and therefore not easily available for local communities. In addition to this, the information is mainly available in English and not in an appropriate local language. Moreover, knowledge generated through research projects is often presented in a format that is not readily understood by many potential users. There is a need to distill key messages and to present them in a clear and easily accessible manner.
Objective The overall objective of the project is to develop and test a model for two-way communication between rural communities in selected regions in India and European and Indian knowledge centres and networks to find solutions to local problems in agriculture and natural resources management.

Specific objectives for the project are to:
1) To set up an institutional framework for implementation of the model (see draft framework in figure below) including utilisation of existing rural ‘telecentres’ for dissemination of information.
2) To set up a partner-controlled web-based information platform + communication tools.
3) To train partner organisations in shared web-based system management and quality control.
4) To establish a knowledge base of good practices with partners and knowledge centres/networks on specific themes relating to soil fertility, integrated pest management, livestock production and post-harvest issues and train partners in documenting good practices.
5) To adapt selected information items to local needs (multi-media/ video + local language conversion).
6) Upgrade telecentres for information exchange in project.
7) Test and evaluate the two-way communication model.
Resources • TeleSupport website (www.telesupport.org) developed during the project in order to inform interested organisations and the general public in Europe and India on the progress and results of the project. The new website will be announced widely by the partners of the project.
• A web-based platform with communication tools hosted by InfoBridge Foundation to share good practices and related publications and information on experts and organisations from the various partners and to provide a forum for discussion and dialogue.

• DVD with a compilation of main project results and outputs
(Expected) Results The project improved the technical capabilities of local groups and partners by the following results of the action:
• Information on good practices collected, analyzed, documented and shared on selected key themes
• Selected key practices translated in local languages of the selected regions and transformed in video and multimedia formats
• Web-based platform and communication tools accessible to the Project Consortium and other partners
• Project website with web pages for partners linking to key European and Indian information sources
• NGO staff trained in web-based information management of own resources
• Identification of main constraints in the existing rural telecentres and Village Information Centres in the project areas in Kerala and West-Bengal and an overview of key factors for successful performance of the telecentres
• Upgrading of 3 Telecentres per selected region including a reliable connection to the Internet
• Woman & farmer groups in the 2 regions with 3 information centres each with experience of using online and/or offline tools for accessing relevant information to improve their livelihood and contacting experts through the Internet for solutions of problems that they encounter
• Tested and evaluated model for communication between expert pools on selected themes (IPM, animal husbandry, soil fertility, post-harvest, organisation of women groups) and local level users in two regions in India.
