It is a clear demonstration for local partnerships geared towards PPP that will see your network efforts stay firm and have more impact on the ground. 			<description>I am personally touched and delighted with this MoU. As has been stated by Dean,ICT penetration still lags behind in the Southern Africa Development Community (SADC) region comparative to other regions in Africa. The current analysis demonstrates that Information and Communication Technologies has some significant disparities between levels of access in urban, peri-urban and rural areas. The tragedy is that many of the rural population have limited or no access to internet and other forms of ICT tools such as personal computers. The scenario seriously impedes socio-economic development and reduces effective participation of the rural population in their economies.The situation in my view is worse for Zambia.Its therefore my hope that this agreement will help the role out telecentres in rural Zambia.  - Darlington Kahilu</description>
